The development challenge
Local governments possess extensive constitutional, administrative and community structures, but many leaders lack continuous professional development in strategic leadership, innovation, enterprise promotion, accountability, public finance and results-based service delivery.
LOGAL provides IAL-U with a distinctive entry point into executive public-sector education, local government consultancy and institutional capacity development.

First-year priorities
- Consult local government leaders and technical officers
- Develop the LOGAL executive curriculum
- Prepare the one-day leadership orientation seminar
- Establish partnerships with districts, municipalities and urban authorities
- Mobilise sponsorship and participant financing
- Launch the first pilot cohort and support institutional improvement projects
Indicative first-year results
- Five local governments formally engaged
- At least 5,000 political and technical leaders trained
- At least 70 institutional improvement projects developed
- Three programme sponsorship or implementation partnerships secured
- One pilot evaluation report produced
